The single most expensive surprise in Bronx removal work is finding out mid job that the crew on site was never permitted to be there. In a building of ten or more apartments the owner, the managing agent and their own employees are barred from mold work over ten square feet, so the superintendent cannot handle it however capable he is, and an outside licensee has to. New York City Administrative Code section 24-154, added by Local Law 61 of 2018, defines a covered building as one containing ten or more dwelling units or sitting on a zoning lot with 25,000 or more square feet of non-residential floor area, and a covered person as the owner, the managing agent or an employee of either. For a project, meaning mold work on an area greater than ten square feet, no covered person may perform the assessment, abatement or remediation, and the work must be done by a person licensed under Article 32 of the state Labor Law.

Removal in this borough is rarely a matter of unscrewing a sheet and putting a new one up. In a Bronx building of ten or more apartments, no. Administrative Code 24-154 bars the owner, the managing agent and their staff from mold work over ten square feet and requires a state licensee instead. In a four unit house the state exemption stands and your own people may lawfully do it.
Will the plaster be put back the way it was?
Making good is part of the removal, matching decorative plaster is not. In prewar Bronx stock that is worth pricing separately at the start, because cut lath and plaster is slower to reinstate than a screwed board and the difference shows up in the schedule as well as the number.
