The order a Fordham job has to run in
Sequencing is where Fordham jobs go wrong, not workmanship. The independent assessor writes the plan, the remediator files it and waits out the notice period, the defect gets corrected, the removal happens inside containment, and only then does the assessor return to clear the work and file the post remediation assessment. Skip a step and the paperwork at the end does not exist, whatever the wall looks like. Add the pre-1940 complications into the plan early too: asbestos and lead paint both turn up in this stock, and both stop a mold crew until they are handled under their own licensing.
The start date is set by a filing, not by availability
Two business days before work begins in a covered building, and the agency publishes what was filed within a day of receiving it.
Plaster is slower than drywall in both directions
Slower to open, dustier to remove and slower to make good. Price the reinstatement at the start rather than at the end.
Pre-1940 walls hide more than mold
Asbestos and lead paint carry their own licensing, and finding them mid job is the most expensive way to find them.
What Fordham's prewar stock and the DEP filing add to a removal

In ZIP code 10458 the median year of construction is 1938, 61.0 percent of housing units were built in 1939 or earlier, 95.8 percent of occupied units are renter occupied and 80.3 percent of units sit in buildings of ten or more apartments, with only 6.1 percent in one or two unit houses.

Under New York City Administrative Code section 24-154 the licensed remediator must file a notice with the administering agency, including the mold remediation work plan, no later than two business days before the work starts, and the licensed assessor must file the post-remediation assessment within seven days of completing it. The filing may be made within 24 hours of starting instead if the condition poses an immediate risk of harm or the work is under a court order of 30 days or less, and the agency must publish the information online within 24 hours of receiving it.

The New York City rule implementing Local Law 55 defines an indoor mold hazard to include mold within wall cavities, names defective masonry pointing and water infiltration from plumbing as underlying defects. It then lists the work practices an owner must use: correct the underlying defect first, cover or remove furniture, isolate the work area with plastic sheeting and seal ventilation ducts, mist surfaces before removal or use HEPA vacuum shrouded tools, clean with soap or detergent and water, discard what cannot be cleaned into sealed heavy weight bags, HEPA vacuum or wet clean the remaining dust, and leave the area dry and visibly free of mold.

What mold remediation involves in Fordham

What comes out of a 1938 Fordham wall, and when it may start
Two things make removal slower in Fordham than the square footage suggests. The material is the first: with a median construction year of 1938 and 61.0 percent of homes finished in 1939 or earlier, the wet surface is usually lath and plaster keyed into masonry, which is cut rather than unscrewed and reinstated by a plasterer rather than a carpenter. The second is the calendar. In a building of ten apartments or more the licensed remediator files the work plan with the city no later than two business days before starting, so the earliest lawful start date is already fixed by the filing.

What Fordham owners and agents ask about the removal
Can the crew start tomorrow?
In a building of ten or more apartments, no, and a contractor who says yes is telling you they are not filing. The work plan goes in at least two business days ahead. The window shortens to within a day of starting only where the condition poses an immediate risk of harm or the work is under a short court order.
Do the tenants have to leave?
Usually not. The work area is isolated with sheeting, the ventilation ducts are sealed and furniture is covered or moved, with a route in and out that keeps dust out of the rest of the home. Occupants are notified as part of the plan, and that notification is one of the things the plan is required to describe.
