Mold Removal in Mount Vernon, Westchester County

Knowing whether a Mount Vernon basement is a one off or a repeat changes what you should spend, and here the flood map will not tell you. Asked whether its maps address the real risk, the city told the county plainly no: the remnants of Ida showed flooding happening outside the mapped zones.

What Mount Vernon told the county about its own flood risk

Water dripping from a fire escape onto stained red brick around a window

Asked whether its flood hazard maps adequately address the flood risk in the city, Mount Vernon answered the county hazard mitigation plan: no, the remnants of Hurricane Ida revealed how flooding can take place outside of mapped flood zones. The city also stated that flooding takes place in the special flood hazard area but can also take place outside of flood zones during heavy rainfall, and that it does not maintain a list of flood damaged properties.

Residents told the county hazard mitigation plan that flooding and overflowing sewers occur at the Fulton Avenue intersections with 5th Street, Langdon Avenue, Prospect Avenue and Sandford Boulevard, at Columbus Avenue and Third Avenue, and along the Hutchinson River Parkway. The city's Bureau of Sewers and Stormwater Management maintains hundreds of miles of storm and sanitary sewer line, over 3,000 catch basins and 3,000 manholes under commitments to the US Environmental Protection Agency, the state environmental agency and the US Department of Justice on Clean Water Act compliance.

The Westchester County hazard mitigation plan records 59 flood insurance policies in the City of Mount Vernon, 93 claims, $591,957.05 in total loss payments and 7 repetitive loss properties, on FEMA data current to July 2021. That is the lightest flood claim history of the four Westchester municipalities in this coverage area.

Planning

Two Mount Vernon departments issue the permits a strip out needs

Stripping out a Mount Vernon basement means two offices, not one. The Department of Buildings at 1 Roosevelt Square, City Hall Room 210 handles the permit for the repair, the alteration and the plumbing, while the dumpster, the scaffolding and any sidewalk obstruction come from the Department of Public Works under sections 227:38-43 of the municipal code, and a job stalls if only one application went in. The same department inspects apartments between tenancies, so an owner turning over a damp unit is likely to meet an inspector before the next tenant does. Where the water came from decides the cleanup: residents named the Fulton Avenue intersections at 5th Street, Langdon, Prospect and Sandford Boulevard, Columbus at Third Avenue, and the Hutchinson River Parkway as places sewers overflow, and sewer water is contaminated water, so porous materials it touched come out rather than being dried. With only 59 flood policies and 93 claims in the whole city, most Mount Vernon water damage is paid for out of pocket whatever caused it. Nearly half the housing predates 1950, which puts original cast iron waste lines and unpointed masonry at the top of the list, and with one licensed assessor based in the city the independent assessment gets booked first, not last.
