On the water side, FEMA returns Zone VE at a base flood elevation of 16 feet at the Edgewater Park shoreline and Zone AE at 15 feet further west, and VE means breaking waves rather than standing water. That argues for flood vents rather than a sealed wall, and for nothing finished and nothing stored below grade. When it does get wet, the clock is 24 to 48 hours: dried inside that window, most materials will not grow mold at all and there is no remediation job to buy.
