The water damage clock: what the first 48 hours decide in a Bronx building

The window is about two days

The EPA's guidance is to clean and dry damp or wet building materials and furnishings inside 24 to 48 hours, ahead of any mold growth. Past that point, drywall, insulation, carpet and subfloor that stayed wet may need cleaning or removal. The practical lesson: the first call matters more than the second.

Where Bronx water comes from

Do not assume a flood needs a river. On 1 September 2021 the remnants of Hurricane Ida dropped rain on New York City at 3.15 inches an hour, well past the 1.5 to 2 inches an hour its sewers can carry. The city's own review found that cellar and basement flooding came from street runoff, from rivers and streams that overtopped (primarily in the Bronx), and from water pushing back up through basement plumbing fixtures. Of roughly 33,500 damaged buildings citywide, only 6.9 percent sat inside the 100-year floodplain.

The city also publishes stormwater flood maps that model moderate and extreme rainfall to show where rain alone can flood streets and property. If your building has a cellar, your own address on that map is worth a look.

Some places are wetter than they look

• In Throgs Neck's ZIP code 10465, 1,184 National Flood Insurance Program claims have ever been filed, more than all other Bronx ZIP codes put together.
• Part of Tibbetts Brook, which once ran from Yonkers through the Bronx, was buried in 1912 and on dry days still enters the city sewer at 4 to 5 million gallons per day.
• Mount Vernon told the county that Hurricane Ida revealed how flooding can happen outside mapped flood zones.

Across the line, the Westchester county plan records six flood-prone areas named by Yonkers: Harrison Avenue, Tibbetts Brook, the Bronx River Valley, Nepperhan Avenue, Clunie Avenue and the Nepperhan River Valley. New Rochelle's section flags the Hutchinson River and low spots such as Beechmont Drive, where storm drains cannot keep up in heavy rain. If your street is on a list like these, assume the next downpour will test your cellar again.

What to do in the first hours

1. Stop the source if you can do it safely: shut a valve, clear a drain, tarp a roof.
2. Photograph everything before you move it, with dates.
3. Lift small items, rugs and boxes off wet floors and away from wet walls.
4. Open windows and run fans only if the air outside is drier than the air inside.
5. Do not paint, caulk or close up a wall that is still damp.
6. Write down when the water arrived and where it came from.

When a fan is not enough

Surfaces dry first and cavities last. Water that ran down inside a wall can sit in insulation long after the paint feels dry. Drying firms use moisture meters to find what is wet beyond the stain and dehumidifiers to pull it out. If the readings are normal everywhere, drying is finished. If something stays damp past the second day or growth appears, it is time for an assessor.

Renters and owners

Water from a building defect is generally the owner's to repair; check your lease. If you rent, report it in writing on the day you notice it and keep copies. If you own, document first, because an insurer, a board or a contractor will ask what the building looked like when the water arrived.

When mold has already started

If you can see growth over ten square feet, the job is regulated: for any hired work, an independent assessor writes the plan before anyone cuts anything out, and only an owner working on their own home may fall under an exemption. The drying firm and the later cleanup firm can be different companies, and the assessor is a third.
