What an owner or managing agent should line up first
Work backwards from the certification rather than forwards from the crew. The document the city eventually wants names two independent licensees, so hiring a single firm that offers to handle everything produces paperwork HPD cannot accept and burns the correction window while you find out. The other thing worth knowing early is that a pattern costs more than an incident: buildings carrying open uncorrected class B and class C mold or leak violations can be pulled into the Underlying Conditions Program, and 57 of the 104 buildings selected citywide in the 2025 round were Bronx addresses, with 34 of the 61 orders issued going to them.
Read the class, then count backwards from the date
Class A allows 90 days, class B 30 and class C 21. The area measured in one room set that class, and it also sets how much sequencing time you actually have.

New York City housing inspectors recorded 20,424 mold violations in the Bronx in calendar year 2024, out of 46,780 citywide. Brooklyn recorded 13,641, Manhattan 6,426, Queens 5,244 and Staten Island 1,045.

Of the 104 buildings selected citywide for HPD's 2025 Underlying Conditions round, 57 are in the Bronx, holding 1,603 of the 2,952 units involved and 764 of the 1,367 qualifying mold and leak violations, and 34 of the 61 orders issued went to Bronx buildings.

The New York City rule implementing Local Law 55 states that where licensed workers are required to correct an indoor mold hazard under Article 32 of the state Labor Law or under Administrative Code section 24-154, the owner's certification of correction must include an affidavit from the remediator and an affidavit from the assessor, and proof that the remediator's remediation plan and the assessor's final report were submitted to the Department of Environmental Protection.

Why 20,424 Bronx violations in one year is a sequencing problem
City housing inspectors recorded 20,424 mold violations in this borough in 2024, out of 46,780 across the five boroughs, so nothing about your notice is unusual and nobody is treating your building as a special case. What catches owners and managing agents out is not the repair. It is that the correction cannot be bought as one invoice: the city wants an affidavit from the remediator, a separate affidavit from the assessor, and proof both of their filings reached DEP before it will accept that the condition is gone.

The assessment, usually, because it is the step with the queue in front of it. What cannot be compressed is the order: the plan exists before the work, the clearance report exists before the containment comes down, and the affidavits exist before the certification is worth filing.
